One of the mandates of EEO is to promote best practices in energy management to both the public and private sectors. We recommend organisations to start with an energy audit, which is a review of how and where energy is consumed in the organisation. Energy audits help identify Energy Management Opportunities where savings of energy and money can be made.
Guidelines on Energy Audit 2007 was to provide guidelines to encourage owners of commercial buildings to conduct energy audit as it was not a mandatory requirement at that time. With the full implementation of the BEEO in September 2012, owners of buildings specified in Schedule 4 must cause energy audit according to the Energy Audit Code (EAC). Therefore, Guidelines on Energy Audit 2007 is obsoleted. Energy Audit Code and Technical Guidelines on Energy Audit Code were issued. Despite the scope of energy audit under EAC only apply to the CBSI in a building, the energy audit requirements and procedures laid down in the EAC could be extended to cover other BSI as well.

To encourage community engagement in collective endeavors aimed at enhancing building energy efficiency, promoting data transparency and benchmarking, and establishing a two-way partnership in carbon reduction, the EMSD introduced the Online Building Based Electricity Utilization Index Benchmarking Tool (referred to as the online benchmarking tool) for five categories of commercial buildings in Hong Kong in 2022.
Acting as a crucial link between Energy Audits and building owners, the online benchmarking tool facilitates the evaluation and comparison of building electricity utilization performance. Building owners can effectively utilize the tool by inputting their calculated electricity utilization index of the whole building, enabling them to assess and compare their building's performance in electricity utilization of the whole building against similar buildings.
By integrating Energy Audits with the online benchmarking tool, building owners can benchmark their electricity utilization performance and gain access to practical advice on promoting building energy savings. This tool not only promotes data transparency and benchmarking but also fosters a sense of shared responsibility in collectively addressing the challenges of energy consumption and carbon reduction.
