Registered Energy Assessors
- 1.What is the qualification to apply for Registered Energy Assessor (REA)?
The applicant should be a registered professional engineer in the electrical, mechanical, environmental or building services discipline under the Engineers Registration Ordinance (Cap.409). He/She should also have post-qualification experience of at least 2 years in engineering workings in relation to energy efficiency in buildings.

The applicant should be a corporate member of the Hong Kong Institution of Engineers (HKIE) in the electrical, mechanical, environmental or building services discipline, or should have an equivalent qualification recognized by the HKIE as being of a standard not lower than that of a corporate member. He/She should also have post-qualification experience of at least 3 years in engineering workings in relation to energy efficiency in buildings. Please visit the relevant webpage for further details. - 2.What are the duties of a Registered Energy Assessor (REA)?
The three main duties of a REA are:-
- for a newly constructed building, to certify the declarations of the developer that the design of the relevant building services installations have complied with the Building Energy Code (BEC) so as to apply for a Certificate of Compliance Registration (COCR);
- for major retrofitting works in a prescribed building, to certify that the relevant building service installations involved in the major retrofitting works comply with the BEC and issue a Form of Compliance (FOC) to the concerned responsible person; and
- for a commercial building or commercial portion of a composite building, to conduct energy audit and issue an Energy Audit Form (EE5) in respect of the central building services installations for the concerned building owner.
- 3.Is there any disciplinary mechanism for Registered Energy Assessor (REA) in the Ordinance?
Yes. Please refer to Sections 13 to 19 of the Buildings Energy Efficiency (Registered Energy Assessors) Regulation (Cap. 610B), which is a subsidiary regulation under the Ordinance.
- 4.Is it necessary to engage the same Registered Energy Assessor (REA) in certifying “stage one declaration” and “stage two declaration” for newly constructed buildings?
No. There is no such restriction in the Ordinance. However, please note that each declaration form should be certified by one REA only.
- 5.Is a Registered Energy Assessor (REA) necessarily a third party?
No. There is no such requirement in the Ordinance. The REA may be a staff of the developer, building owner or responsible person.
- 6.What is the validity period of the registration of a Registered Energy Assessor (REA)?
The validity period is 10 years. A REA is required to submit an application to EMSD for renewal of his/her registration every 10 years.
- 7.What is the fee of application for registration as REA?
The fees payable are:
- HK$2,100 for application for registration as a REA;
- HK$1,100 for renewal of REA registration.
- 8.Is a professional qualification of a foreign institution eligible for application for registration as REA?
A professional qualification of a foreign institution will be accepted if the qualification is recognized by the Hong Kong Institution of Engineers (HKIE) as being of a standard not lower than that of a corporate member of the Institution in the electrical, mechanical, environmental or building services discipline.
