Prequalification for Design-Build-Operate Contract for the Additional District Cooling System (DCS) at the Kai Tak Development (KTD)

It is intended to invite tenders in the second quarter of 2019 from prequalified tenderers for Contract for design, build and operate the additional district cooling system (DCS) at the Kai Tak development.

The scope of works of the contract comprises design and construction of: (i) the additional DCS plant including associated plant building and seawater pump house; (ii) laying of DCS and seawater pipework; and (iii) E&M installations at DCS sub-stations for users; and subsequent operation of the completed DCS.

Please note that this invitation is made before the necessary funds for the captioned works contract have been approved.  The Government reserves the right to cancel this prequalification exercise for not having the necessary funds approved or for any other reason, in which case you will accordingly be notified.  It should be noted that the Government will not be responsible for the reimbursement of any cost incurred by you for the preparation of the prequalification submissions.

Not more than four applicants will be selected for tender invitations in accordance with the evaluation criteria stipulated in the prequalification documents.

Applicants (including joint ventures) meeting the following requirements and other qualifications and conditions of participation in the prequalification documents are invited to apply for the prequalification: 

(1) The applicant or any one of the participants/ shareholders in a joint venture applicant is in confirmed status: (i) on the List of Approved Contractors for Public Works under the Category of Buildings Group C; OR (ii) on the List of Approved Contractors for Public Works under the Category of Roads and Drainage Group C; OR (iii) on the List of Approved Contractors for Public Works under the Category of Waterworks Group C; OR (iv) on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the Category of Air-conditioning Installation (Group II);

AND

(2) The applicant or any one of the participants/shareholders in a joint venture applicant shall have completed at least one (1) design and build contract in or outside Hong Kong with an adjusted original contract sum¹ not less than HK$600 million in the past 10 years².

AND

(3) The applicant or any one of the participants / shareholders in a joint venture applicant shall have completed at least one (1) contract with duration not less than two (2) years or satisfactorily undertaken for not less than two (2) years (in the case of an ongoing contract) in the past 10 years² in or outside Hong Kong for operation and maintenance of District Cooling System (DCS) facilities with: (i) At least 55MW installed cooling capacity for chilled water generation; OR (ii) An adjusted original contract sum¹ not less than HK$25 million (for duration of 2 years).

Joint ventures satisfying the above requirements and other requirements stated in the prequalification documents will be considered.

Notes:

1. Adjusted original contract sum refers to the original contract sum adjusted to the current value and other requirements as specified in the prequalification documents.

2. The past 10 years is counted from the continuous 10 years immediately prior to the original date set for the close of receipt of prequalification submission.

If a black rainstorm warning signal or tropical cyclone warning signal No. 8 or above is in force at any time between 9.00 a.m. and 12.00 noon on Friday, 25 January 2019, the tender closing time will be postponed to 12.00 noon on the first working day after the black rainstorm warning signal has ceased to be in effect or the tropical cyclone warning signal No. 8 is lowered.

Completed prequalification submissions in sealed envelopes clearly indicating the applicant’s company name and the Project reference [Prequalification Application for Contract for Design-Build-Operate for the Additional District Cooling System (DCS) at the Kai Tak Development (KTD)] and marked “Restricted (Contract)” and placed in the “Tender Box No. 1 – For EMSD Works Tender only, located in the entrance foyer of the Electrical and Mechanical Services Department, 3 Kai Shing Street, Kowloon, Hong Kong for the attention of Chief Engineer / Energy Efficiency Division B, Electrical and Mechanical Services Department. Late application will not be accepted.

This Tender will be covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction.

A charge will be levied for delivery of the prequalification documents where the delivery of prequalification documents is requested by an applicant.  A request for delivery must be made in writing to Ove Arup & Partners Hong Kong Ltd for the attention of Ir Alvin LO.

The Government of the Hong Kong Special Administrative Region reserves the right to reject any application and to negotiate with any applicants about the terms of their offers.
