The Project Services Division provides full-scale project management and consultancy services to clients across the full spectrum of services encompassing conceptual investigation, feasibility studies, design, tendering, contract management and contractor monitoring, testing and commissioning through to defects liability period supervision. The division is competitive not only in terms of price and expertise, but also in its one-stop shop, user-friendly approach and its in-depth knowledge of government procedures and ordinances which is vital to effective project management for many clients.

The division undertook several major projects in 1998/99, such as the integrated radio system project in the Lion Rock Tunnel, and the trunk radio systems for the Correctional Services and Fire Services. The division also made significant inroads into the IT area, undertaking the "IT in Education" and "Multi-media Learning Centres" projects for the Education Department. These projects were a result of the Chief Executive's commitment to enhance IT application in schools as outlined in his 1998 Policy Address.

The division was responsible for the fitting-out works and ancillary facilities in the IT rooms of some 500 schools under the "IT in Education" project, and for the design and installation of computerised multi-media learning centres in more than 100 schools. In both projects, the division demonstrated a high level of technical competence and customer service to the client and end-users - the schools.

In the "IT in Education" project, the division was able to implement the required services within an extremely tight project schedule. It identified requirements of individual schools, arranged tenders, awarded contracts, and commenced site works during the summer vacation in 1998. It maintained project programmes and minimised disruption to schools during the implementation process. Many school principals were impressed by the efficient service and have complimented the division on its professionalism.

Additional business in several areas is anticipated. Prospects include energy saving projects at client buildings and premises, environment improvement projects such as the replacement of cremators at the Cape Collinson Crematorium, and the upgrading of mechanical ventilation systems in bus terminals at key transport exchanges. The division will also begin design works for a vessel services replacement system for the Marine Department as well as for a large scale X-ray vehicle inspection system for Customs and Excise Department at border points. Other projects in the pipeline include the refurbishment of E&M systems in government vehicular tunnels.
