The Regulatory Services of the Electrical and Mechanical Services Department (EMSD) has made significant progress in 2002 on two fronts. It has continued to step up efforts in its core regulatory and educational functions to ensure E&M safety and gas safety, and at the same time played an increasingly active role in promoting energy efficiency in Hong Kong.
CONTRIBUTING
TO SUSTAINABLE DEVELOPMENT
To respond to public expectations of government's contribution to sustainable
development, we set up the Energy Efficiency Office (EEO) in 1994 as a strategic
move to spearhead energy efficiency programmes, an uncharted territory in
Hong Kong at that time.
Since then, EEO has sought to learn from other developed economies around the world and has undertaken many innovative and effective energy efficiency initiatives in Hong
Kong. Highlights include
the energy efficiency labelling scheme covering household and office appliances,
feasibility studies on water-cooled air-conditioning systems, the development
of building energy codes and the energy efficiency registration scheme for
buildings, and an array of energy saving equipment and energy management programmes
for government buildings and facilities.
EMSD has also played a prominent role in regional and international activities.
We represent Hong Kong alongside the Economic Development and Labour Bureau
(EDLB) in the Energy Working Group of the Asia Pacific Economic Cooperation
(APEC). We also support EDLB in APEC Energy Ministers Meetings. These activities
facilitate experience sharing and information exchange, and keep us abreast
of the latest energy technologies and industry standards. We are planning
to host an international forum on energy efficiency best practices in Hong
Kong in January 2003. The event promises to be an exciting opportunity for
agencies, industry and academia to exchange views and share experiences.
