ENERGY
EFFICIENCY AND SAVINGS
Our
review for 2002 shall focus on EMSD's tangible achievements in energy efficiency,
and on new initiatives in the E&M and gas regulatory framework.
Thanks to EEO's energy efficiency initiatives, we saved an estimated 1,310
Tera Joules of energy for Hong Kong this year, representing $330 million in
monetary terms. We also estimate a significant reduction in greenhouse gas
emissions - amounting to about 330,000 tonnes of carbon dioxide.
While we witnessed an upward trend in total energy consumption over the past decade, total energy end-use per dollar GDP has been
decreasing. In other words, we are using energy more productively and efficiently. Nonetheless, we must not be complacent.
The commercial sector accounts for a significant and growing share of total energy end-use, with commercial buildings being the sector's primary consumer. In view of this, we introduced the building energy codes and the energy efficiency registration scheme for buildings in 1998, providing a useful reference and benchmarks for architects and developers to design more energy-efficient buildings and to retrofit existing ones.
