1.There is no definition on "PAU". Is BEC therefore not applicable to PAU?
A typical PAU consists of a fan or blower, cooling coil and the provisions for air filtering and condensate drain etc. As such the PAU is regarded as air handling unit (AHU) and governed under the BEC.

2.Is BEC2015 Clause 6.7.4 about varying airflow as a function of load applicable to a primary air-handling unit (PAU) solely achieving the fresh air requirement of a conditioned space?
The requirements as prescribed under BEC 2015 Clause 6.7.4 are applicable to a CAV or VAV air distribution system. Therefore, by definition, it does not apply to an air handling unit solely for pre-treating fresh air to conditioned space(s).

3.Can normal swing type non-return air damper (without motor or solenoid device) be considered as “automatic” to achieve the same function stated in the latest edition of the BEC for fixing at the fresh air intake and exhaust air discharge?
The swing type non-return air damper is NOT regarded as the automatic damper under of the BEC since such type of damper is NOT reliable on stopping moisture migration.

4.Is the requirement of automatic shutoff damper control applicable to fresh air pre-conditioner (FAP)?
Fresh Air Pre-conditioner (FAP) (may be known also as exhaust air energy recovery unit), as long as installed and operated individually without connecting to the split type/VRF system indoor unit, is classified as a mechanical ventilation system instead of an air-conditioning system. As such, BEC on the installation of automatic shutoff damper is not applicable. On the other hand, if the FAP is connected with any indoor unit forming part of an air-conditioning system, the relevant BEC requirements should be complied with.
