Green Buildings for Striving Towards Carbon NeutralityThe Prize Presentation Ceremony for the Building Energy Efficiency Online Quiz Competition (The ceremony) was successfully held on March 10, 2023. In addition to presenting the awards of the Online Quiz Competition, experts from universities were invited to share their ideas in energy saving and green buildings for the participants. A survey was conducted in the ceremony to collect the views of participants about the way forward of Buildings Energy Efficiency Ordinance. A live quiz challenge followed the above activities and concluded the ceremony. Our future pillars – young people and all members of the public are encouraged to continuously reduce carbon emissions from their daily life for striving towards Carbon Neutrality in Hong Kong before 2050. Increasing Public Engagement on Carbon Neutrality
On 21 September 2022, the Buildings Energy Efficiency Ordinance (BEEO) completed its first ten-year steadfast and successful mission of combating climate change. Our slogan “Ten-year Achievements in Energy Saving in Green Buildings · Increasing Public Engagement on Carbon Neutrality” not only captures Hong Kong's notable and significant achievements in promoting building energy efficiency and reducing carbon emissions over the past decade, but also manifests the full and active participation of our community in pursuing low-carbon transformation for advancing towards the goal of carbon neutrality together.
As this year marks the historic moment of the ten-year implementation of the BEEO, the Electrical and Mechanical Services Department has prepared a series of promotional activities including technical talks, seminars, forums, online quiz, etc. to arouse public awareness on energy saving and green buildings and seek for full engagement of the whole community in in-depth low-carbon transformation. Combating climate change is a long-term task, which requires unwavering efforts. We call on various sectors of the community to join hands with the Government to build a greener Hong Kong together in a bid to strive towards the goal of carbon neutrality.

- New Edition of the Code of Practice for Energy Efficiency of Building Services Installation and the Code of Practice for Building Energy Audit (2021 Edition)
The new edition of the Code of Practice for Energy Efficiency of Building Services Installation, 2021 Edition (the BEC 2021) and the Code of Practice for Building Energy Audit, 2021 Edition (the EAC 2021) have been published on 31 December 2021. The Codes are now available at “Codes & Technical Guidelines” on this website.
The new edition of BEC 2021 will be fully implemented on 1 July 2022 and 1 October 2022 for Stage One Declaration (new building projects) and Form of Compliance (major retrofitting works) after a grace period of 6-month and 9-month respectively. The new edition of EAC 2021 will be fully implemented on 1 October 2022 for energy audit after a grace period of 9-month. Please refer to the BEEO Technical Circular No. 1/2021 for details. [With the long-term goal on striving towards carbon neutrality before 2050 in Hong Kong, encouragement with more professional engineers to register as Registered Energy Assessor (REA) to support the full implementation of BEEO is essential. Should you possess relevant professional qualifications in the corresponding disciplines under Buildings Energy Efficiency (Registered Energy Assessors) Regulation (Cap.610B) or equivalent qualification recognized by HKIE and with sufficient practical experience relating to energy efficiency in buildings, you are encouraged to make application for registration as the REA. Should you possess knowledge, qualification, education, experience and training relating to energy efficiency in buildings as comparable to the above-mentioned requirements, your application would also be considered as a whole for registration as the REA. The Director today (November 16) gazetted the BEC 2018 Edition and the EAC 2018 Edition. The Codes are now available at “Codes & Technical Guidelines” on this website.
The BEC 2018 Edition will take effect on 16 May 2019 and 16 August 2019 for Stage One Declaration (new building projects) and Form of Compliance (major retrofitting works) respectively. The “Checklist for COCR Stage 2 / FOC Submission, EE-CH” and “MBEC Enquiry Form for Project Specific Issue, EE-EN”, which serve to assist Registered Energy Assessors (REAs) in preparation of the COCR Stage Two/FOC submission and raise enquiry for project specific issue are now available at “Forms” on this website.
EE-CH takes effect on 1 Feb 2018. All COCR Stage Two/FOC cases submitted to this Office on or after the effective date must be accomplished with this checklist. While EE-EN takes immediate effect. For details please refer to the BEEO Technical Circular No. 1/2017. (post date: 12.1.2018)
- Explanatory notes for buildings not covered by BEEO or Non-CBSI conducting energy audit (Explanatory Notes) has been issued
The Energy Audit Code (EAC) and the corresponding Technical Guidelines (TG) have been well developed and applied in prescribed buildings governed by the BEEO for years. Energy Audit would in fact help owners to understand the energy performance of their buildings and consider the implementation of energy management opportunities. To facilitate the widely adoption of Energy Audit, an Explanatory Notes is thus prepared to elaborate suggested modification or adjustment for application of EAC and TG for those non-CBSIs and non-prescribed buildings. - Probity Requirement for Responsible Person, Developer, Building Owners and Registered Energy Assessors
Applicants are reminded that it is an offence under the Prevention of Bribery Ordinance (Chapter 201 of the Laws of Hong Kong) to offer any advantages (e.g. money, gift, etc.) to an employee of the EMSD as an inducement to or reward for facilitating or expediting the processing of applications, and in connection with the compliance with the application/ registration approval terms and conditions as appreciate.

- 2016-17 Briefing Sessions for Registered Energy Assessor (REA)
The annual briefing sessions on BEEO for Registered Energy Assessor (REA) are scheduled to be held on 21 December 2016, 4 and 11 January 2017 at EMSD Headquarter Building (3 Kai Shing Street, Kowloon) from 9:30 to 11:30 a.m. All sessions have identical contents, covering a variety of topics including the full implementation of the Ordinance and the latest development of the Codes and Technical Guidelines.

- Disclosure of Energy Utilization Index (EUI) for buildings completed with Energy Audit
For buildings completed with Energy Audit, the Energy Utilization Index (EUI) of respective building declared by Registered Energy Assessor (REA) should be stated in the Energy Audit Form (Specified Form EE5). The EUI information is now available in the “List of Buildings issued with Energy Audit Form”.

The Director today (December 11) gazetted the BEC 2015 Edition and the EAC 2015 Edition. The Codes are now available at “Codes & Technical Guidelines” on this website.

- Prosecution cases against belated energy audit convicted by the court
There are currently five prosecution cases against the belated energy audit. The trial of the first prosecution case against belated energy audit was conducted on 4 November 2014. The Incorporated Owners (IO) of the relevant building were convicted of contravening the relevant requirements of the Buildings Energy Efficiency Ordinance and fined $4,850 in total. Another 4 cases were heard on 3 February 2015. The building owners of 3 out of the 4 cases pleaded guilty and were fined from $2,000 to $2,500. For the remaining case which pleaded not guilty, the trial was held on 20 March 2015 at Kwun Tong Magistrates’ Court. The IO of the relevant building had been convicted and was sentenced to a fine of $21,000. The Electrical and Mechanical Services Department is continuing to strictly enforce the law and is also progressively taking prosecution actions against those building owners who still delay carrying out the first energy audit despite repeated advice. The Incorporated Owners of the relevant building were convicted of contravening the relevant requirements of the Buildings Energy Efficiency Ordinance and fined $4,850 in total. The Electrical and Mechanical Services Department is continuing to strictly enforce the law and is also progressively taking prosecution actions against those building owners who still delay carrying out the first energy audit despite repeated advice. The lighting power density standards in the Building Energy Code (BEC) 2012 Edition have been upgraded. The revised standards have taken effect since 28 August 2014 for Stage One Declaration (new building projects) and will also take effect on 28 November 2014 for Form of Compliance (major retrofitting works).
