The Director of Electrical and Mechanical Services speaks at the E&M Safety Carnival.

A key role of EMSD is keeping the public safe from electrical, mechanical and gas accidents or incidents. We implement and enforce safety legislation and have introduced a wide range of safety standards and practices. We are also actively involved in promoting energy efficiency. Public education is an important aspect of our activities as we work to foster awareness of the issues involved and to reinforce safety practices within the community. We take this message to the community through a number of different channels, including publications, promotional and advertising campaigns, posters and mail-outs, carnivals and road shows, games, contests and quizzes, and safety talks and seminars.

E&M SAFETY CAMPAIGN 2002
This year, EMSD outdid itself once again in an E&M safety campaign that was the largest of its kind in Hong Kong. In collaboration with 18 co-organisers, EMSD led a collective effort that not only created synergy from the cooperation between government and key industry players, but also successfully enhanced the community's awareness of safety and energy efficiency, and promoted good practices in the use of electrical products, gas appliances, and lifts and escalators.

The campaign featured an innovative media programme utilising television, radio and print as communications channels. It included a variety show on television, one-minute drama episodes on radio, and comic advertisements in newspapers, all designed to communicate safety messages to members of the public in a light-hearted fashion.

The campaign also featured an outdoor carnival in November, attracting thousands of people from different walks of life for a day of fun. Each of the co-organisers set up their own educational game booth and distributed informative pamphlets.

The E&M Safety Carnival has attracted thousands of people from all walks of life.

The campaign also included a territory-wide home-visit service, offering households a free electrical safety check and conducting an energy efficiency survey; a safety slogan competition for which over 1,600 entries were received; a carnival organised in conjunction with RTHK at a major shopping mall; and a consultation week whereby professional engineers travelled around the territory to meet with members of the public, answering enquiries related to safety issues concerning people's livelihood.
