Bird's Eye View of Our Services
One
of our major strengths is the scope and comprehensiveness of our
services. While many of you are familiar with what we do for you,
we thought you may also find it interesting to find out what we
do for our other customers as well.
We
operate as the Electrical and Mechanical Services Trading Fund under
the Electrical and Mechanical Services Department. Apart from the
Trading Fund, EMSD also consists of the Regulatory Services Section
that oversees public safety and legislation in
a number of areas. The Trading Fund consists of seven business units
offering one-stop-shop services in every aspect of engineering operations
and maintenance support, touching every aspect of life in Hong Kong.
Our
Municipal Services is a leader in the E & M operations and maintenance
of a full range of cultural, recreational, environmental health,
postal and ferry terminal mechanisation facilities. In 1998, at
very short notice, the section took on the technical support for
E & M engineering systems at the Hong Kong Stadium. The client
was so pleased with the results, that we are continuing to provide
E & M engineering services from 1999/2000.
At
the new airport, our Airport Services continue to build on expertise
gained at Kai Tak to fulfill 12 contracts for the Airport Authority
and 12 Service Level Agreements (SLAs) for the government departments
operating at the airport. We are particularly proud of our activities
at Chek Lap Kok as 10 of the contracts were won on a competitive
tender basis for a number of systems that are among the most sophisticated
in the world. These include the baggage handling and x-ray systems,
airfield lighting and aerobridges. We are also tendering for the
aircraft parking aids project, which uses laser devices to guide
the aircraft to their parking bays.
Under
the SLAs we provide support for Hongkong Post, Police and Fire services
as well as the Air Traffic Control system for the Civil Aviation
Department at Chek Lap Kok. Recent activities include urgent repair
work on the runway as a result of the China Airlines plane crash
in August 1999. Over 80 airfield lights, requiring extensive cable
work, were back in service within hours.
Our
Health Sector Division ensures an unfailing supply of power and
medical gas to the Hospital Authority's hospitals, while also providing
highly specialist services in the field of advanced medical electronics.
Assisting the Hospital Authority, we recently developed a viable
and cost-effective solution for the production of oxygen on-site.
Extensive energy programmes, such as lighting retrofits, the usage
of bulk tariffs, maintenance and improvement of boiler and chilled
water plants have also led to substantial savings in the use of
energy.
Engineers
in our Vehicle Engineering Division specialise in the design, procurement,
modification and maintenance of a fleet of more than 7,000 general
and specialist vehicles of 300 different makes and models. The work
of this section is crucial in ensuring the reliability of emergency
and rescue vehicles for the police, fire and other essential services.
We
also offer Transport and Security services with regard to the specialist
requirements of the disciplined forces - police, fire and correctional
services, customs and excise, immigration as well as transport and
highways. Activities in this area include electronic road systems,
x-ray equipment at borders and trunk radio systems among others.
The General Engineering Services Division provides maintenance of
E & M facilities and management of building service systems
to over 2,000 government buildings and installations while our Project
Division provides comprehensive project management and technical
advisory services from feasibility studies, design, tender specifications,
procurement, tender evaluation, contractor supervision, testing
and commissioning of systems.
Our
goal is not only to provide innovative and cost effective solutions
as we build partnerships with you. We also work to ensure that you
will enjoy trouble-free services as we take the worry and hassle
out of your hands, leaving you free to concentrate on building the

Recent
Service Achievements
-
Took on the technical support engineering and maintenance
services for engineering systems in the Hong Kong
Stadium from 1999/2000.
- Held
a series of seminars and workshops to explain developments
in the Electrical & Mechanical Services Trading
Fund and to better understand customer needs.
- Fitting
out work undertaken for the "IT in Education"
initiative and "Multimedia Learning Centre"
project at over 500 schools.
- Energy
audits, walkthroughs and programme implementation
across our customer spectrum resulting in substantial
energy savings in hospitals, main ferry terminals,
the airport and other government premises.
- Upgrading
of fire services installations in childcare centres,
clinics and health centres in Hong Kong.
- Taking
on the maintenance of major new cultural venues such
as the Hong Kong Heritage Museum and Kwai Tsing Theatre.
- Y2K
rectification work implemented and tested for all
customers. A team specially seconded to the airport,
in view of the extent and sophistication of its systems.
- Made
modifications to the merge belts in the airport's
baggage handling system, saving the client potential
belt replacement costs estimated at a million dollars.

What
You Think About Us
Every
year we run a customer opinion survey to find out what you think
about us and how you rate our services. We have just received key
highlights of this yearOs survey, which took place in August to
October
this year. Over 800 questionnaires were sent out to 12 customer
departments. Around 60% of you responded.
Generally
you are satisfied with our services, found us courteous with a wide
range of skills, experience and service and you also found our emergency
response time satisfactory. However, when carrying out E&M maintenance
services, we also learned that we will need to further improve our
communication skills in keeping you informed on progress of work
and advising on spare parts. We're working on it!
Beating
the Y2K Problem
With
the new millennium just around the corner, all your computer and
embedded systems will have been tried and tested to ensure that
they will not suffer any Y2K problems and that they are ready and
able to meet the new millennium. With the
tremendous planning, rectification work and testing that has taken
place, we expect these measures to be effective.
However,
to make sure that we leave no stone unturned in dealing with any
emergencies that may arise over the critical period, an extensive
backup and support system is being put into place. EMSD will have
over 700 staff standing by in over 100 locations around Hong Kong,
ready to swing into action and provide assistance wherever it is
necessary. The Y2K co-ordination centre will begin operations
from the morning of 30 December 1999 to resolve any last minute
enquiries from customers while support teams will standby from 5pm
on 31 December 1999. They will be available on a 24-hour basis until
3 January 2000.
