Hong Kong Energy Efficiency Registration Scheme for Buildings

The Hong Kong Energy Efficiency Registration Scheme for Buildings is a voluntary scheme aiming to promote the awareness and application of energy efficient design in new buildings and building retrofits, in accordance with four Building Energy Codes. The four Codes specify minimum energy efficiency standards in lighting, air-conditioning, electrical as well as lifts and escalators installations. Compliance with the Codes qualifies a building for registration under the Scheme. Registered buildings are entitled to display the Scheme logo on their stationery and marketing materials. Property developers, landlords, property management agencies, architects and engineers are encouraged to submit details of their buildings to the Energy Efficiency Office, which administers the Scheme, for assessment and registration.

The Scheme was first launched in October 1998. So far, some 230 registration certificates for about 160 buildings have been issued. Energy savings from the Scheme are estimated to be more than HK$38 million in the year 2003 alone. There is enormous potential for extensive energy savings in the future as more new and existing buildings that meet the Building Energy Codes register under the Scheme.

Benefits of the Scheme

The Scheme, together with the Codes, give guidance to property management agencies, designers and consultants in focusing on energy efficiency in the design, operation and maintenance of their buildings.

Performance-based Building Energy Code

A new Performance-based Building Energy Code was introduced in April 2003 which provides an alternative approach to the four Building Energy Codes by focusing on the building's total energy consumption. The new approach also allows more flexibility and innovative designs that are not credited under the four Codes.
