For over five
decades the Electrical and Mechanical Services Department
(EMSD) has been working diligently behind the scenes to provide
indispensable E&M services and safety guidance to the
community of Hong Kong. The year 2005 is a particularly auspicious
one for EMSD as it celebrates its relocation to a new headquarters
which, for the first time in the department's history, accommodates
all its operations under one roof. I wish to congratulate
EMSD on this very special occasion and wish it every success
in the years to come.
EMSD is also a pioneer in many areas, not
the least in spearheading energy conservation and efficiency
as well as promoting renewable energy in Hong Kong. The new
headquarters itself is an excellent example of sustainable
development, where a former air cargo terminal was converted
to new use. The building also showcases the latest energy
efficiency technologies, and is thus well equipped to become
one of the best places to hold education programmes for students
and the community on energy conservation. I have no doubt
that EMSD, with its customary enterprise and innovative spirit,
will continue to play a pivotal role in the future progress
and growth of Hong Kong.
