When EMSD visited the ex-HACTL2 Building in 2000, it was impressed and inspired by its size, space, unique design and good condition, and promptly decided to convert rather than demolish the structure. Working with the Architectural Services Department, EMSD undertook what turned out to be one of the largest conversion and refurbishment projects in the history of Hong Kong.
