It is a great
pleasure to express my heart felt congratulations to the Electrical
and Mechanical Services Department (EMSD) on its relocation
to the new headquarters building. Operating from a dedicated
and modern building, EMSD is set to greatly enhance its effectiveness
and efficiencies. The conversion of a former air cargo terminal
to the new headquarters and the whole relocation exercise
all bear testimony to the continuous process of change that
EMSD has embraced with commitment, hard work and creativity
in the past few years. That change is most visibly demonstrated
in its successful transition to a Trading Fund operation as
well as major enhancements in its Regulatory Services and
energy efficiency programmes.
As executors of works projects, we have
witnessed much change and progress in Hong Kong. EMSD is a
fine example of how to leverage change and to engineer a new
service culture in a sizeable organisation that is aligned
with the ever-changing needs and aspirations of Hong Kong.
The new headquarters provides an excellent platform for the
department to inject new vitality into current operations
and chart new courses for future goals. I have no doubt that
EMSD will go from strength to strength in the years to come.
My congratulations to EMSD and its staff on this happy occasion.
