Since 1966, Caroline Hill
in Causeway Bay has been synonymous with EMSD. The Caroline
Hill headquarters saw the Department evolve and grow with
Hong Kong to become the modern and sophisticated public service
organisation that it is today. Paralleling the evolution of
Hong Kong itself, the four-decade Caroline Hill era is a success
story of thriving growth and development.
The 21st century, however, brings new demands
and challenges. Organisations today must be more agile, versatile
and progressive than ever before.
Recognising this, EMSD could see that its
next stage of development would require a larger and more
modern headquarters in which it could grow while staying true
to its mission and vision. The Department is very conscious
of the need to safeguard its heritage of reliable, comprehensive
and cost-effective E&M engineering service. It must continue
to be an effective regulatory agency in matters of electrical,
gas and mechanical safety. It must take the lead, as it has
in the past, in promoting energy efficiency and conservation
in Hong Kong. And it must also continue to harness the latest
technologies from around the world so as to take its work
to new levels of effectiveness and excellence. The Caroline
Hill era fostered a strong service culture and a unique EMSD
heritage in all of these areas, providing a solid foundation
for further growth. |
