The main lobby is spacious, airy and enjoys good natural sunlight. A new reception and security system ensures that all visitors are promptly registered and efficiently directed to their destination. With a total gross floor area of 80,000 square metres, the building has seven storeys. The ground floor and the next five floors are vehicle workshops, electronics workshops and car parks for government vehicles. The sixth and seventh floors, with a combined space of 20,000 square metres, are offices for senior management, Trading Services business units, Regulatory Services divisions, and supporting teams.

The ground floor is home to another unique facility, an Exhibition Gallery featuring interactive exhibits that illustrate the development of energy efficiency and renewable energy in Hong Kong and around the world. This gallery is the first step on a distinctive Education Path that continues with an E&M safety exhibition area and a 200-seat lecture theatre on the seventh floor, and a rooftop viewing gallery overlooking the largest solar photovoltaic installation in Hong Kong. This Education Path takes students and members of the community on an exploratory journey that enhances their understanding of energy efficiency, renewable energy and E&M safety.
