In the past, EMSD was forced to house many of its divisions and units in premises scattered throughout Hong Kong due to a lack of space and facilities at Caroline Hill. For many years, hundreds of employees worked in offices and depots as dispersed as Kowloon's vehicle workshops in To Kwa Wan and Kowloon Bay, the Public Works Central Laboratories Building in Kowloon Bay and Lu Plaza in Kwun Tong, and Hong Kong Island's Pamela Youde Nethersole Eastern Hospital in Chai Wan, 111 Leighton Road and Hennessy Centre in Causeway Bay and China United Centre in North Point. The new headquarters has brought these team members back together under one roof, saving significant rental outlay while boosting operational efficiencies and internal communications.

EMSD people are known for their resilience, perseverance, flexibility and commitment to public service. Their sense of teamwork and dogged pursuit of excellence are well recognised in the government.
