CPD Scheme for REW

Continuing Professional Development (CPD) Scheme
for Registered Electrical Worker (REW)

  • The Electrical Safety Advisory Committee (ESAC) suggested to EMSD in its meeting in September 2009 to set up a continuing development mechanism for Registered Electrical Worker (REW) with an aim to enhancing the standard of REW. After consultation with the trade, EMSD planned to implement the Continuing Professional Development (CPD) Scheme for REW in 2012. The implementation of the CPD Scheme obtained the consent from the ESAC in its meeting in April 2011, and was put into operation on 1 January 2012. Under the CPD Scheme, REW applying for each registration renewal on or after 1 January 2012 is required to have completed Module 1 and Module 2 training before submitting the application. In 2020, EMSD carried out a review of the CPD Scheme and the review has been consulted with the trade. The CPD Scheme would be further enhanced with the implementation of Module 3, which provides diversified learning. The consent for the enhancement has been obtained from the ESAC meeting in September 2020. Participation of the Module 3 training and record keeping are on a voluntary basis.

  • The CPD Scheme has been updated on 1 January 2021. Details are as follows:

    1. REW applying for each registration renewal is required to have completed a training covering the following two modules before submitting the application:

      ModuleItemContent
      Module 1 Legislative and Safety Requirements Legislative requirements in Electricity Ordinance, Electricity (Registration) Regulations, and Electricity (Wiring) Regulations and safety requirements in conducting electrical work
      Module 2 Technical Knowledge Knowledge related to design, installation, maintenance, testing and commissioning of electrical installation
    2. REW can participate and record the diversified learning of Module 3 on a voluntary basis:

  • REW can fulfill Module 1 and 2 of the CPD Scheme through one of the 5 modes of training listed in (i) to (v) below:

    1. Training organized by EMSD (please click here for the course details);
    2. Training courses conducted by "Recognized Trainers" (please click here for the course details);
    (Remark: If CPD training course with the desired date or language is not available in (i) and (ii) above, REW can choose the following alternative modes of training (iii) to (v) to fulfill the CPD training requirement.)
    1. Complete the training through the CPD online training platform provided in EMSD website (please click here to enter the platform);
    Commencing from 1/1/2015, REWs may also complete Module 1 and 2 of the CPD Scheme through one of the following modes of training:
    1. The academic courses recognized by EMSD in electrical engineering related subjects organized by local universities, Hong Kong Institute of Vocational Education, Vocational Training Council, Construction Industry Council, etc., which had been taken or were being taken by REW within the three years period before expiry of current REW registration, are recognized as CPD training covering the required training modules. REW shall submit the result record or certificate issued by the related academic or training organisations as documentary proof when applying registration renewal. (Please click here to view the academic courses currently recognized);
    2. REWs who are members in electrical or building services disciplines of professional organizations within the three years period before expiry of current REW registration and required to complete the mandatory CPD training under their respective professional membership would be regarded as satisfying the CPD requirement for REW. REW shall submit documentary proof (such as membership card) when applying registration renewal so as to prove his professional membership within the related period. (Please click here to view the professional organizations currently recognized).
  • REWs may check their CPD training record online. Please click here to access the training enquiry system.
  • The training shall be completed by REWs within 3 years before the expiry date of the current registration. When receiving the renewal application from REW, EMSD will check his CPD training record before processing the renewal application.
  • The CPD Scheme requirement applies to applications for registration renewal, or application for re-registration submitted after the expiry date of the original registration only.
  • Applicants of new registration, or change-of-grade, or additional permitted work applications need not to complete the CPD training before submitting the application. However, the applicant will have to complete the CPD training in future for their registration renewal.
  • For training organized by Recognized Trainers, the training organizer will submit the training records to EMSD direct for recording. Training record submitted directly from REW, which is not found in the training organizer’s record, is not accepted in general.
