Utility Monitoring (Energy)

To provide quality professional supports to Environment and Ecology Bureau:

• in the review, formulation and implementation of policies and strategies relating to the future electricity market development and associated regulatory framework, to meet the four guiding energy policy objectives of safety, reliability, environmental protection and affordability;
• in monitoring the technical performance of the two power companies to ensure safe, reliable, efficient and quality services to electricity customers; and
• in monitoring the capital expenditure of the two power companies to avoid unnecessary, excessive and premature investments, hence to protect the best interests of electricity customers.
