Adjustment of Auto-LPG Ceiling Prices for Dedicated LPG Filling Stations in April 2025

On 25 March 2025, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from April 1 to April 30, 2025. The auto-LPG ceiling prices for dedicated LPG filling stations in April 2025 are in the range from $3.67 to $4.59 per litre, representing a decrease of $0.08 to $0.09 per litre from the ceiling prices in March 2025.  Please click here to see the details of pricing adjustment mechanism for dedicated LPG filling stations.

Water Sampling of Fresh Water Cooling Towers - Update of Statistics

EMSD has released the updates up to 15 March for 2025 on the statistics of sampling results of fresh water cooling towers for legionella and locations of cooling towers issued with nuisance notices, if any, depending on the sampling results under the Public Health and Municipal Services Ordinance. EMSD has arranged compliance monitoring testings by independent accredited laboratories for the following products:

• 12 room air conditioner models;
•  9 television models; and
•  1 compact fluorescent lamp model.

EMSD releases lift and escalator contractors' latest performance ratings

The Electrical and Mechanical Services Department (EMSD) today (January 23) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from January 2024 to December 2024) for public reference.

According to the rating results, 32 registered lift contractors and 17 registered escalator contractors were awarded the Safety Star. Among these contractors, 18 registered lift contractors and 13 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 30 078 inspections of lifts and escalators during the period.

The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating).

Service Arrangements for the Registration and Permit Office

The Registration and Permit Office (RPO), located at G/F, Electrical and Mechanical Services Department (EMSD) Headquarters, 3 Kai Shing Street, Kowloon Bay, is currently undergoing renovation works, and the works is expected to be completed in the first quarter of 2025.

A temporary RPO has been set up in the E&M InnoFoyer on the G/F of the EMSD Headquarters, and the service hours will remain unchanged, from 9:00 am to 5:15 pm, Mondays to Fridays (closed on Saturdays, Sundays and public holidays), so as to continue to provide one-stop counter services to the public during the works.

Fourth phase of Mandatory Energy Efficiency Labelling Scheme to take full effect on Sunday (December 1, 2024)

The fourth phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS) will be fully implemented on Sunday (December 1, 2024) to include light emitting diode (LED) lamps, gas cookers and gas instantaneous water heaters.

Starting from December 1, 2024, the prescribed products of the fourth phase must also carry energy labels with information on their energy efficiency performance when they are supplied in Hong Kong.

EMSD has arranged compliance monitoring testings by independent accredited laboratories for the following products:

• 2 refrigerating appliance models;
• 1 compact fluorescent lamp (CFL) model;
• 4 washing machine models;
• 2 dehumidifier models;
• 1 television model;
• 1 storage type electric water heater model; and
• 3 induction cooker models.

Removal of Reference Numbers under Energy Efficiency (Labelling of Products) Ordinance, Cap. 598

Since 17 October 2024, the reference numbers of four compact fluorescent lamp models, one washing machine model and three induction cooker models have been removed as they failed in the compliance monitoring testing on the energy efficiency and/or performance characteristics under the Mandatory Energy Efficiency Labelling Scheme. As a result, these models are no longer allowed to be supplied in Hong Kong.

The Electrical and Mechanical Services Department (EMSD) today (October 17) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from October 2023 to September 2024) for public reference.

According to the rating results, 31 registered lift contractors and 16 registered escalator contractors were awarded the Safety Star. Among these contractors, 15 registered lift contractors and 10 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 30 325 inspections of lifts and escalators during the period.

The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating).

Hong Kong Energy End-use Data 2024

At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. According to the rating results, 34 registered lift contractors and 16 registered escalator contractors were awarded the Safety Star. Among these contractors, 17 registered lift contractors and 10 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 28 388 inspections of lifts and escalators during the period.

Since 3 July 2024, the reference number of one induction cooker model has been removed as it failed in the compliance monitoring testing on the performance characteristics under the Mandatory Energy Efficiency Labelling Scheme.  As a result, this model is no longer allowed to be supplied in Hong Kong.

New Edition of Code of Practice on Energy Labelling of Products (2024 Edition)

An upgrading of existing energy efficiency grading standards for refrigerating appliances, washing machines and storage type electric water heaters will be effective on 30 June 2024 and will be fully implemented on 30 September 2025.

For providing guidance on the grading standards, the Electrical and Mechanical Services Department gazetted the "Code of Practice on Energy Labeling of Products 2024" on 8 March 2024 to set out the practical guidance and technical details in respect of the requirements on energy efficiency labelling for the prescribed products.

FPS Payment Function Extended to Online Payment Services

The Electrical & Mechanical Department (EMSD) announced that Faster Payment System (FPS) payment will be available at the EMSD (Regulatory Services) Web-Based Registration Services (WBRS) with effect from 5 March 2024. In making payments, members of the public can scan the FPS QR codes displayed at the webpages concerned using supporting mobile applications of the banks or stored value facilities.

In addition to the existing payment methods (i.e. credit card and PPS) available at the WBRS, the new FPS online payment service provides an additional convenient and expeditious means of payment for the public.

Adjustment of Auto-LPG Ceiling Prices for Dedicated LPG Filling Stations in March 2024

On 23 February 2024, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from March 1 to March 31, 2024. Accepting Payments to Government Fees and Charges by Octopus

The Electrical & Mechanical Department (EMSD) announced that the Registration and Permit Office (RPO) at its Kowloon Bay headquarters will accept payments to government fees and charges by Octopus with effect from 1 February 2024.

In addition to the existing payment methods (i.e. cash, cheque, EPS and Faster Payment System), the shroff counters at the RPO will accept payments from the public by Octopus. The arrangement will provide the public with more convenient and diversified payment methods.

Adjustment of Auto-LPG Ceiling Prices for Dedicated LPG Filling Stations in February 2024

On 29 January 2023, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from February 1 to February 29, 2024. EMSD releases lift and escalator contractors' latest performance ratings

The Electrical and Mechanical Services Department (EMSD) today (January 18) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from January 2023 to December 2023) for public reference.

According to the rating results, 31 registered lift contractors and 20 registered escalator contractors were awarded the Safety Star. Among these contractors, 17 registered lift contractors and 13 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 29 508 inspections of lifts and escalators during the period.

The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating).

Hong Kong Energy End-use Data 2023

At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. The fourth phase of the Mandatory Energy Efficiency Labelling Scheme takes effect

The fourth phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS) covers LED Lamps, Gas Cookers and Gas Instantaneous Water Heaters commenced on 1 September 2023, and will be fully implemented on 1 December 2024, with a 15-month transitional period.

The energy labels classify energy performance into five grades. Products with a Grade 1 energy label are the most energy efficient. With this concise and easy-to-understand label, consumers can make informed decisions in purchasing more energy efficient products.

The fourth phase of the Mandatory Energy Efficiency Labelling Scheme – Code of Practice on Energy Labelling of Products 2023

The fourth phase of the Mandatory Energy Efficiency Labelling Scheme is extending the coverage to include LED Lamps, Gas Cookers, and Gas Instantaneous Water Heaters, and will be effective on 1 September 2023.

For providing guidance on the grading standards for new products, the Electrical and Mechanical Services Department gazetted the "Code of Practice on Energy Labeling of Products 2023" on 4 August 2023 to include technical details on new products and set out the relevant testing standards for prescribed products, calculation methods and energy efficiency grading. The energy efficiency performance of product models will be tested and evaluated based on the above items.

Temporary suspension of refueling service at Ma On Shan and Yuen Long dedicated LPG filling station from 8am on 26 June 2023

 

The existing operation contract of Ma On Shan dedicated LPG filling station at Hang Yiu Street and Yuen Long dedicated LPG filling station at Tak Yip Street will be expired soon. Based on gas safety considerations, the new operator will renovate the stations including the replacement of all LPG facilities within 180 days from the commencement of the work. As a result, the stations would suspend the refueling service from 8a.m. on 26 June 2023. Under the new contract requirement, the renovation work should be completed no later than January 2024. EMSD would closely monitor the progress of the work and inform the trade the re-open date of the stations in due course. LPG vehicle drivers are encouraged to refuel at nearby LPG filling stations during non-peak hours.

Adjustment of Auto-LPG Ceiling Prices for Dedicated LPG Filling Stations in May 2023

On 27 April 2023, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from May 1 to May 31, 2023. The auto-LPG ceiling prices for dedicated LPG filling stations in May 2023 are in the range from $3.53 to $4.11 per litre, representing a decrease of $0.8 per litre from the ceiling prices in April 2023. EMSD releases lift and escalator contractors' latest performance ratings

The Electrical and Mechanical Services Department (EMSD) today (April 20) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from April 2022 to March 2023) for public reference.

According to the rating results, 28 registered lift contractors and 22 registered escalator contractors were awarded the Safety Star. Among these contractors, 12 registered lift contractors and 16 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 30,763 inspections of lifts and escalators during the period.

The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating).

Latest rating results of LPG Cylinder Distributor Safety Performance Recognition Scheme

Organised by the EMSD and registered gas supply companies, the Scheme aims to further enhance the safety performance of the LPG cylinder trade. Details of the Scheme and the ratings of LPG cylinder distributors are available at the EMSD web page (LPG Cylinder Distributor Safety Performance Recognition Scheme) and the EMSD mobile application "E&M Connect".

Compliance Monitoring Testings on Energy Performance under Energy Efficiency (Labelling of Products) Ordinance, Cap. 598

EMSD has arranged compliance monitoring testings by independent accredited laboratories for the following products:

•   4 room air conditioner models;
•   1 refrigerating appliance (refrigerator) model;
• 14 dehumidifier models;
•   1 television model; and
•   1 induction cooker model.

Removal of Reference Numbers under Energy Efficiency (Labelling of Products) Ordinance, Cap. 598

Since 3 March 2023, the reference numbers of three dehumidifier models and one television model have been removed as they (or members in their same family) failed in the compliance monitoring testing on energy efficiency and/or performance characteristics under the Mandatory Energy Efficiency Labelling Scheme. As a result, these models are no longer allowed to be supplied in Hong Kong.

On 23 February 2023, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from March 1 to March 31, 2023. On 31 January 2023, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from February 1 to February 28, 2023. The auto-LPG ceiling prices for dedicated LPG filling stations in February 2023 are in the range from $3.73 to $4.32 per litre, representing a decrease of $0.19 to $0.21 per litre from the ceiling prices in January 2023. EMSD releases lift and escalator contractors' latest performance ratings

The Electrical and Mechanical Services Department (EMSD) today (January 19) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from January 2022 to December 2022) for public reference.

According to the rating results, 29 registered lift contractors and 22 registered escalator contractors were awarded the Safety Star. Among these contractors, 12 registered lift contractors and 14 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 27 918 inspections of lifts and escalators during the period

Temporary suspension of refueling service at Mei Foo dedicated LPG filling station from 9am on 28 December 2022

The existing operation contract of Mei Foo dedicated LPG filling station at Sham Mong Road will be expired soon. Based on gas safety considerations, the new operator will renovate the station including the replacement of all LPG facilities within 180 days from the commencement of the work. As a result, the station would suspend the refueling service from 9a.m. on 28 December 2022. Under the new contract requirement, the renovation work should be completed no later than mid 2023. EMSD would closely monitor the progress of the work and inform the trade the re-open date of the station in due course. LPG vehicle drivers are encouraged to refuel at nearby LPG filling stations during non-peak hours.

Kowloon Bay dedicated LPG filling station at Cheung Yip Street has suspended the refueling service since August 2022 for renovation including the replacement of all LPG facilities. The construction work has almost been completed. The new operator (Sinopec) announced the station will re-open on 29 December 2022 at 1pm. LPG vehicle drivers can refuel at the station afterwards.

The auto-LPG ceiling prices for dedicated LPG filling stations in January 2023 are in the range from $3.94 to $4.51 per litre, representing an increase of $0.16 to $0.17 per litre from the ceiling prices in December 2022. 2022 Energy Consumption Survey on Public Housing and Housing Authority Subsidized Sale Flats

The Electrical and Mechanical Services Department (EMSD) is going to conduct a territory-wide "2022 Energy Consumption Survey on Public Housing and Housing Authority Subsidized Sale Flats" between December 2022 and November 2023. The Survey aims at facilitating the Government's better understanding of the profile about the energy consumption in local "Public Housing Segment" and "Housing Authority Subsidized Sale Flats Segment", with a view to updating the Hong Kong Energy End-Use Database and formulating relevant policies.

Asian Cities Research Centre Limited (ACRC) is commissioned by the EMSD to carry out the Survey. Enumerators from ACRC will visit your household / building / housing estate to conduct a face-to-face interview, and collect the questionnaire in paper form and supplementary information. During the visits, they will wear uniforms and produce identity cards issued by ACRC. Please be assured that all information collected in the Survey will be handled in strict confidence and used only for data aggregation and statistical analysis. All completed questionnaires and collected information will be destroyed upon completion of the statistical analysis.

LPG vehicle drivers are encouraged to refuel at nearby LPG filling stations during non-peak hours. Among these contractors, 11 registered lift contractors and 11 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 26 364 inspections of lifts and escalators during the period.

Ten-Year Achievements in Energy Saving in Green Buildings
Increasing Public Engagement on Carbon Neutrality

On 21 September 2022, the Buildings Energy Efficiency Ordinance (BEEO) completed its first ten-year steadfast and successful mission of combating climate change. Our slogan "Ten-year Achievements in Energy Saving in Green Buildings - Increasing Public Engagement on Carbon Neutrality" not only captures Hong Kong's notable and significant achievements in promoting building energy efficiency and reducing carbon emissions over the past decade, but also manifests the full and active participation of our community in pursuing low-carbon transformation for advancing towards the goal of carbon neutrality together.

As this year marks the historic moment of the ten-year implementation of the BEEO, the Electrical and Mechanical Services Department has prepared a series of promotional activities including technical talks, seminars, forums, online quiz, etc. to arouse public awareness on energy saving and green buildings and seek for full engagement of the whole community in in-depth low-carbon transformation. Combating climate change is a long-term task, which requires unwavering efforts. We call on various sectors of the community to join hands with the Government to build a greener Hong Kong together in a bid to strive towards the goal of carbon neutrality.

Outstanding Registered Electrical Worker Awards Scheme 2022

(Deadline extended to 23 Sep 2022. Don’t miss the chance and take action now!)

To continuously enhance the safety awareness and technical standards of electrical workers as well as cultivating a work safety culture in the trade, the Electrical and Mechanical Services Department (EMSD) has been collaborating with trade associations over the years to organise different publicity activities. The Outstanding Registered Electrical Worker Awards Scheme is among one of them. The Scheme aims to select outstanding electrical workers in the trade to recognise their excellent performance and promotes trade paradigms. Besides, trade members can learn how the award winners implement a work safety culture in their work. This year, the EMSD will collaborate with the Hong Kong and Kowloon Electrical Engineering and Appliances Trade Workers Union and the Hong Kong Electrical Contractors’ Association to resume organising the Outstanding Registered Electrical Worker Awards Scheme, with a view to further encouraging registered electrical workers to improve quality control and work processes, thus fostering the trade to set an example and enhance professional standards.

Hong Kong Energy End-use Data 2022

At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. Based on gas safety considerations, the new operator will renovate the station including the replacement of all LPG facilities within 180 days from the commencement of the work. As a result, the station would suspend the refueling service from 5:30p.m. on 9 August 2022. Under the new contract requirement, the renovation work should be completed no later than early 2023. EMSD would closely monitor the progress of the work and inform the trade the re-open date of the station in due course. Tai Po dedicated LPG filling station at Yuen Chau Tsai has suspected the refueling service since December 2021 for renovation including the replacement of all LPG facilities. The construction work has almost been completed. The new operator (Sinopec) announced the station will re-open on 27 June 2022 at 7am. LPG vehicle drivers can refuel at the station afterwards.

Adjustment of Auto-LPG Ceiling Prices for Dedicated LPG Filling Stations in July 2022

On 23 Jun 2022, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from July 1 to July 31, 2022. The auto-LPG ceiling prices for dedicated LPG filling stations in July 2022 are in the range from $4.38 to $4.95 per litre, representing a decrease of $0.45 to $0.46 per litre from the ceiling prices in June 2022. Based on gas safety considerations, the new operator will renovate the station including the replacement of all LPG facilities within 180 days from the commencement of the work. As a result, the station would suspend the refueling service from 9a.m. on 27 June 2022. Under the new contract requirement, the renovation work should be completed no later than early January 2023. EMSD would closely monitor the progress of the work and inform the trade the re-open date of the station in due course. LPG vehicle drivers are encouraged to refuel at nearby LPG filling stations during non-peak hours.

Online Building Based Electricity Utilization Index Benchmarking Tool (Online Benchmarking Tool) has been launched

In order to mobilise the community to take collective actions to participate in energy conservation, it is required to enhance the transparency of data and benchmarks. The Electrical and Mechanical Services Department (EMSD) launched an Online Benchmarking Tool for five categories of commercial buildings in Hong Kong today (17 June). The Online Benchmarking Tool can facilitate the comparison of electricity utilization performance in commercial buildings and provide general advice on promoting building energy saving to buildings owners with a view to striving towards the target of achieving carbon neutrality before 2050.

Trade Consultation - Revision of the Code of Practice on Energy Labelling of Products for the Fourth Phase of the Mandatory Energy Efficiency Labelling Scheme

The Electrical and Mechanical Services Department (EMSD) launched a 2-month trade consultation on the Revision of the Code of Practice on Energy Labelling of Products for the fourth phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS). The consultation period will end on 14 August 2022.

The EMSD welcomes views from the members of the trade on the revision mentioned above.

On 26 May 2022, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from June 1 to June 30, 2022. The auto-LPG ceiling prices for dedicated LPG filling stations in June 2022 are in the range from $4.84 to $5.41 per litre, representing a decrease of $0.4 to $0.41 per litre from the ceiling prices in May 2022. Compliance Monitoring Testings on Energy Performance under Energy Efficiency (Labelling of Products) Ordinance, Cap. 598

EMSD has arranged compliance monitoring testings by independent accredited laboratories for the following products:

• 2 room air conditioner models;
• 5 refrigerating appliance (refrigerator) models;
• 1 television model;
• 4 storage type electric water heater models; and
• 2 induction cooker models.

Removal of Reference Numbers under Energy Efficiency (Labelling of Products) Ordinance, Cap. 598

Since 25 May 2022, the reference numbers of six refrigerating appliance (refrigerator) models and three storage type electric water heater models have been removed as they (or members in their same family) failed in the compliance monitoring testing on energy efficiency and/or performance characteristics under the Mandatory Energy Efficiency Labelling Scheme. As a result, these models are no longer allowed to be supplied in Hong Kong.

Latest rating results of LPG Cylinder Distributor Safety Performance Recognition Scheme

Organised by the EMSD and registered gas supply companies, the Scheme aims to further enhance the safety performance of the LPG cylinder trade. Details of the Scheme and the ratings of LPG cylinder distributors are available at the EMSD web page (LPG Cylinder Distributor Safety Performance Recognition Scheme) and the EMSD mobile application "E&M Connect".

EMSD releases lift and escalator contractors' latest performance ratings

The Electrical and Mechanical Services Department (EMSD) today (April 21) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from April 2021 to March 2022) for public reference.

According to the rating results, 31 registered lift contractors and 24 registered escalator contractors were awarded the Safety Star. Among these contractors, 12 registered lift contractors and 12 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 27,235 inspections of lifts and escalators during the period.

The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating).

Latest arrangements for EMSD public services

In view of the latest situation of the COVID-19 epidemic, the Electrical and Mechanical Services Department (EMSD) announced that the Registration and Permit Office at its Kowloon Bay headquarters will only accept public visits with advance bookings via the online booking system from January 17 until further notice.

The public can also access relevant services through the EMSD Web-based Registration Services webpage, EMSD’s mobile application, or by post, including the submission for new applications or renewals for Registered Electrical Workers and Registered Electrical Contractors.

Meanwhile, members of the public can still drop their applications, with cheques for payment, at the collection box located on the ground floor of the EMSD Headquarters during office hours (9am to 5.15pm, Monday to Friday).

Members of the public should wear surgical masks at all times during their visits to the EMSD Headquarters and comply with the infection control measures including temperature check, the use of "LeaveHomeSafe" mobile app and crowd control arrangements.

To acquire services in person at the RPO, please register for counter services via the online booking system in advance to save waiting time. Moreover, the public can still drop their applications, with cheques for payment, at the collection box located on the ground floor of the EMSD Headquarters during office hours. Applicants will be notified of the results by phone or post.

Members of the public should wear surgical masks at all times during their visits to the EMSD Headquarters and comply with the infection control measures including temperature check, the use of "LeaveHomeSafe" mobile app and crowd control arrangements. New grading standards under Mandatory Energy Efficiency Labelling Scheme to take effect soon

New energy efficiency grading standards for single package type room air-conditioners, dehumidifiers and compact fluorescent lamps (CFLs) under the Mandatory Energy Efficiency Labelling Scheme (MEELS) will be fully implemented on December 31. The scheme aims to encourage suppliers to introduce more energy-efficient models and help consumers select such products.

Launch of Government Fees and Charges Payment Service through FPS

The Electrical & Mechanical Department (EMSD) announced that in order to assist members of the public in paying government fees and charges at the Registration and Permit Office (RPO), EMSD will accept payments through the Faster Payment System (FPS).

Starting from November 30, in addition to the existing payment methods (i.e. cash, cheque, EPS), the shroff counters at the RPO will accept payments through FPS from the public. For making payments, members of the public can simply scan the FPS QR codes generated by the Point-of-Sale device at the counters using supporting mobile applications of the banks or stored value facilities.

The use of the FPS for settling government fees and charges will provide the public with an additional convenient payment means, and also help promote the wider application of fintech in Hong Kong.

Use of "LeaveHomeSafe" mobile App on EMSD Headquarters starting from November 1

The Electrical and Mechanical Services Department (EMSD) announced that having regard to the latest public health situation and the Government's anti-epidemic measures, starting from November 1 (Monday), all persons will be required to use the "LeaveHomeSafe" mobile application (the App) to scan the venue QR code before they are allowed to enter the EMSD Headquarters, the Registration and Permit Office, the EMSD Gallery and InnoFoyer in Kowloon Bay, with the exception of specified categories of exempt persons.

The Registration and Permit Office will be open from 9am to 5.15pm, Monday to Friday. Measures to control the flow of people has been implemented, which may lead to longer waiting times for counter services. The EMSD has introduced the online booking system for the public to register for counter services in advance, please refer this link for details. Meanwhile, the public can drop their applications, with cheques for payment, at the collection box located on the ground floor at the Kowloon Bay headquarters during office hours. Applicants will be notified on the results by phone or mail. The electronic submission for Registered Electrical Worker license renewal / new application can also be applied online through "EMSD (Regulatory Services) Web Based Registration Services" and "iAM Smart +" by mobile phone or computer.

To ensure public health and safety of all members of the public, the EMSD calls on all users (including exempt persons) to use the "LeaveHomeSafe" mobile app as far as possible for securing a more efficient and convenient access to EMSD headquarters. Members of the public should wear surgical masks at all times during their visits to the EMSD headquarters and comply with the infection control measures including temperature checks and crowd control arrangements.

On 28 October 2021, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from November 1 to November 30, 2021. EMSD releases lift and escalator contractors' latest performance ratings

The Electrical and Mechanical Services Department (EMSD) today (October 21) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from October 2020 to September 2021) for public reference.

According to the rating results, 32 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 13 registered lift contractors and 14 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 29,064 inspections of lifts and escalators during the period.

The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating).

On 23 Sep 2021, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from October 1 to October 31, 2021. The auto-LPG ceiling prices for dedicated LPG filling stations in October 2021 are in the range from $3.97 to $4.53 per litre, representing an increase of $0.04 per litre from the ceiling prices in September 2021. Feed-in Tariff and Solar Energy Generation System Online Briefing Session 2021 (Cantonese)

The Electrical and Mechanical Services Department will hold anonline briefing session on 28 October 2021 (Thursday) about the Feed-in Tariff Scheme and Solar Energy Generation system.

Temporarily suspension of refueling service at Kwun Tong dedicated LPG filling station from 11pm on 15 September 2021

The operation contract of Kwun Tong dedicated LPG filling station is expiring on 15 September 2021. Based on the gas safety considerations, the new operator will renovate the station including the replacement of all LPG facilities within 180 days from the commencement of work. As a result, the station is required to suspend the refueling service from 11pm on 15 September 2021. The new operator anticipated that the renovation work would be completed by the end of December 2021. EMSD would closely monitor the progress of work and inform the trade the re-open date of the station in due course. LPG vehicle drivers are encouraged to refuel at nearby LPG filling stations during the non-peak hours.

Hong Kong Energy End-use Data 2021

At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. The Electrical and Mechanical Services Department (EMSD) today (July 22) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from July 2020 to June 2021) for public reference.

According to the rating results, 33 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 17 registered lift contractors and 17 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 30,012 inspections of lifts and escalators during the period.

The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating).

Bilateral Energy Workshop Between EMSD and Energy Market Authority of Singapore

   The Electrical and Mechanical Services Department (EMSD) and the Energy Market Authority (EMA) of Singapore held a bilateral energy workshop today (May 11) to strengthen energy cooperation.

2.  The EMSD and the EMA signed a Memorandum of Understanding (MOU) in October last year for enhancing collaborative relations towards greater energy safety and resilience through innovation and cooperation. This bilateral energy workshop is one of the collective activities under the MoU with a view to exchanging views and sharing best practices in energy-related matters.

3.  The Director of Electrical and Mechanical Services, Mr Pang Yiu-hung, said the Government is updating the "Hong Kong´s Climate Action Plan" to set out the roadmap for carbon neutrality before 2050.

4.  "EMSD is looking forward to introducing the new roadmap for carbon neutrality, sharing the new low-carbon technologies, and working together with EMA along our shared vision in advancing towards a low-carbon society, and for a green and sustainable future for generations to come.", Mr Pang said.

5.  The Chief Executive of EMA, Mr Ngiam Shih Chun, added, "Today´s exchange was a good opportunity for both EMA and EMSD to have a discussion on our energy systems. These exchanges will enhance our overall regulatory functions. We look forward to more opportunities to share best practices on energy sustainability and resilience."

District Cooling System at Kai Tak Development Reached Two Significant Milestones

The District Cooling System (DCS) at the Kai Tak Development is a large-scale energy efficient infrastructure that is the first of its kind in Hong Kong. Construction works commenced in 2011 and the DCS has been completed and commissioned by phases. After ten years of construction, the ring circuit of the chilled water pipework has recently been completed. With the ring circuit in place, chilled water to user buildings may be supplied from different directions having regard to the situation, thereby enhancing the reliability of the DCS. The Electrical and Mechanical Services Department (EMSD) will continue to provide excellent and reliable district cooling service to the users.

In the light of an increase in the development density of the Kai Tak Development as announced in the 2017 Policy Address, EMSD commenced the additional DCS project with the support of the Environment Bureau. On top of the cooling capacity of 284 megawatt of refrigeration (MW) provided by the existing North and South DCS Plants, the additional DCS will provide an additional cooling capacity of 178 MW. Upon full utilisation, it is estimated that the additional DCS will save about 53 million kilowatt-hour of electricity a year, corresponding to an annual reduction of about 37,000 tonnes of carbon dioxide emissions.

The above marked two significant milestones of the development of DCS at the Kai Tak Development. EMSD, together with the consultants and the contractors, jointly organised two ceremonies (i.e. Works Commencement Ceremony for the Additional District Cooling System and Chilled Water Pipework Ring Circuit Completion Ceremony) on 19 April 2021 to further promote DCS as an infrastructure for energy efficiency and sustainable development.

It is anticipated that this could generated widespread publicity across different sectors of the community for vaccination. Latest rating results of LPG Cylinder Distributor Safety Performance Recognition Scheme

The Electrical and Mechanical Services Department (EMSD) announced today (March 26) the rating results of the Liquefied Petroleum Gas (LPG) Cylinder Distributor Safety Performance Recognition Scheme for 2020 for public reference. All the 163 distributors under the five registered gas supply companies supplying cylindered LPG in Hong Kong joined the Scheme.

Organised by the EMSD and registered gas supply companies, the Scheme aims to further enhance the safety performance of the LPG cylinder trade. Details of the Scheme and the ratings of LPG cylinder distributors are available at the EMSD webpage (LPG Cylinder Distributor Safety Performance Recognition Scheme) and the EMSD mobile application “E&M Connect”.

Compliance Monitoring Testing on Energy Performance under Energy Efficiency (Labelling of Products) Ordinance, Cap. 598

EMSD has arranged compliance monitoring testing by independent accredited laboratories for the products as below:

• two room air conditioners,
• two refrigerating appliances,
• one compact fluorescent lamp,
• two washing machines,
• two dehumidifiers,
• ten televisions,
• nine storage type electric water heaters and
• eight induction cookers.

Removal of Reference Numbers under Energy Efficiency (Labelling of Products) Ordinance, Cap. 598

Since 24 March 2021, the reference numbers of two storage type electric water heater and two induction cooker models have been removed as they failed in the compliance monitoring testing on energy efficiency and/or performance characteristics under the Mandatory Energy Efficiency Labelling Scheme. Public consultation on fourth phase of Mandatory Energy Efficiency Labelling Scheme launched

The Electrical and Mechanical Services Department (EMSD) launched a 3-month public consultation on the fourth phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS). The consultation period will end on May 31, 2021.

The EMSD welcomes views from the public on the proposal of the fourth phase of the MEELS. The consultation documents are available for viewing and downloading at the EMSD’s website (Energy Label Net).

The Prevention of Legionnaires' Disease Committee (PLDC) has recently updated the Code of Practice for Prevention of Legionnaires' Disease. The new edition of the Code of Practice for Prevention of Legionnaires' Disease, 2021 Edition, has incorporated the addenda to the Code of Practice, 2016 Edition, with other general updates. It provides guidelines for proper design, operation, maintenance of related facilities to prevent the spread of legionella. EMSD releases lift and escalator contractors' latest performance ratings

The Electrical and Mechanical Services Department (EMSD) today (October 22) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from October 2019 to September 2020) for public reference.

According to the rating results, 35 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 21 registered lift contractors and 18 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 30,146 inspections of lifts and escalators during the period.

The rating results, conviction records, summaries of the warning letters and equipment failure records are available on the EMSD's website (Contractors' Performance Rating).

Adjustment of Auto-LPG Ceiling Prices for Dedicated LPG Filling Stations in November 2020

On 22 Oct 2020, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from November 1 to November 30, 2020. The auto-LPG ceiling prices for dedicated LPG filling stations in November 2020 are in the range from $2.73 to $3.29 per litre, representing an increase of $0.08 to $0.09 per litre from the ceiling prices in October 2020. On 24 Sep 2020, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from October 1 to October 31, 2020. The auto-LPG ceiling prices for dedicated LPG filling stations in October 2020 are in the range from $2.64 to $3.21 per litre, representing an increase of $0.03 per litre from the ceiling prices in September 2020. Hong Kong Energy End-use Data 2020

At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. On 27 Aug 2020, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from September 1 to September 30, 2020. EMSD releases lift and escalator contractors' latest performance ratings

The Electrical and Mechanical Services Department (EMSD) today (July 23) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from July 2019 to June 2020) for public reference.

According to the rating results, 38 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 21 registered lift contractors and 19 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 29,067 inspections of lifts and escalators during the period.

Anti-epidemic Fund to support vehicle maintenance workshops

Reopening of EMSD Gallery

The EMSD Gallery reopened on 16 June 2020 (Tuesday) for full service. To avoid overcrowding and reduce social contacts, special arrangements and precautionary measures will be implemented, including admission limit to avoid overcrowding; all visitors are requested to wear their own face mask, use hand sanitiser, and have their body temperature checked at the entrance; and children under the age of 12 must be accompanied by an adult.

The EMSD will step up cleaning measures at the Gallery and continue to monitor the situation closely and review the arrangements in due course.

New Energy Efficiency Grading Standards

New energy efficiency grading standards for single package type room air conditioners, dehumidifiers and compact fluorescent lamps (CFLs) will take effect on 31 December 2020 and be fully implemented on 31 December 2021.

According to the rating results, 36 registered lift contractors and 25 registered escalator contractors were awarded the Safety Star. Among these contractors, 18 registered lift contractors and 18 registered escalator contractors had not been found non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 28,416 inspections of lifts and escalators during the period.

Latest rating results of LPG Cylinder Distributor Safety Performance Recognition Scheme

The Electrical and Mechanical Services Department (EMSD) announced today (March 27) the rating results of the Liquefied Petroleum Gas (LPG) Cylinder Distributor Safety Performance Recognition Scheme for 2019 for public reference. All the 167 distributors under the five registered gas supply companies supplying cylindered LPG in Hong Kong joined the Scheme.

Organised by the EMSD and registered gas supply companies, the Scheme aims to further enhance the safety performance of the LPG cylinder trade. Details of the Scheme and the ratings of LPG cylinder distributors are available at the EMSD website (https://www.emsd.gov.hk/en/media/lpgcdsprs) and the EMSD mobile application “E&M Connect”.

Third phase of Mandatory Energy Efficiency Labelling Scheme to take full effect on Sunday (December 1, 2019)

The third phase of the Mandatory Energy Efficiency Labelling Scheme (MEELS) will be in full implementation on Sunday (December 1, 2019) to include televisions, storage type electric water heaters and induction cookers. The scope of two existing prescribed products has also been extended, such that room air-conditioners will also include those with heating functions, and washing machines will also include those with a rated washing capacity of more than 7 kilograms but not exceeding 10 kg.

Starting from December 1, 2019, the prescribed products of the third phase must also carry energy labels with information on their energy efficiency performance before they are supplied to the local market. Please click here for the press release of the 3rd phase of the MEELS.

Voluntary Registration Scheme for Vehicle Maintenance Poster Design Competition

To enhance public understanding of the Voluntary Registration Scheme for Vehicle Mechanics and the Voluntary Registration Scheme for Vehicle Maintenance Workshops as well as promote the quality services of registered vehicle maintenance workshops and mechanics, the Electrical and Mechanical Services Department jointly organises the Voluntary Registration Scheme for Vehicle Maintenance Poster Design Competition with the Vehicle Maintenance Technical Advisory Committee. All Hong Kong permanent residents are welcome to participate in the Competition.

Outstanding Registered Electrical Worker Awards Scheme cum Outstanding Registered Electrical Contractors Competition 2019

To continuously enhance the safety awareness and technical standards of electrical workers as well as cultivating a work safety culture in organisations, the Electrical and Mechanical Services Department (EMSD) has been collaborating with trade associations over the years to organise different types of publicity activities. The Outstanding Registered Electrical Worker Awards Scheme is among one of them. The Scheme aims to select outstanding electrical workers in the trade to recognise their excellent performance, and allow trade members to learn about how the award winners promote and implement a work safety culture in their work as well as their daily work experience and insights through sharing for reference by the trade. This year, apart from staging the Outstanding Registered Electrical Worker Awards Scheme, the EMSD will also collaborate with the Hong Kong and Kowloon Electrical Engineering and Appliances Trade Workers Union, the Hong Kong Electrical Contractors’ Association and the Association of Electrical Contractors to organise for the first time the Outstanding Registered Electrical Contractors Competition, with a view to further encouraging registered electrical contractors (RECs) to improve quality control and work processes, thus fostering the trade to set an example and enhance professional standards.

The EMSD conducted 10,159 performance monitoring inspections of lifts and escalators during the period.

According to the updated rating results, 32 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 15 registered lift contractors and 18 registered escalator contractors had not been found in non-compliance with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 10,494 performance monitoring inspections of lifts and escalators during the period.

On 23 May 2019, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from June 1 to June 30, 2019. The Electrical and Mechanical Services Department (EMSD) today (April 29) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from April 2018 to March 2019) for public reference.

According to the rating results, 31 registered lift contractors and 26 registered escalator contractors were awarded the Safety Star. Among these contractors, 14 registered lift contractors and 18 registered escalator contractors had not been found in non-compliant with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 10,494 inspections of lifts and escalators during the period.

Latest rating results of LPG Cylinder Distributor Safety Performance Recognition Scheme

The Electrical and Mechanical Services Department (EMSD) announced today (March 8) the rating results of the Liquefied Petroleum Gas (LPG) Cylinder Distributor Safety Performance Recognition Scheme for 2018 for public reference. All the 168 distributors under the five registered gas supply companies supplying cylindered LPG in Hong Kong joined the Scheme.

Organised by the EMSD and registered gas supply companies, the Scheme aims to further enhance the safety performance of the LPG cylinder trade. Details of the Scheme and the ratings of LPG cylinder distributors are available at the EMSD website (https://www.emsd.gov.hk/en/media/lpgcdsprs).

The EMSD conducted 14,617 inspections of lifts and escalators during the period.

In addition, electronic templates in fillable PDF format (Chinese and English version) are also provided to facilitate the CP in preparing the Cable Alignment Record or Competent Person Written Report.

Proposed Amendments to the Guidance Notes for the Electrical Products (Safety) Regulation

Public and Trade Consultation

The purpose of the “Guidance Notes for the Electrical Products (Safety) Regulation” (GNs) is to provide guidance for facilitating to understand the requirements of the Electrical Products (Safety) Regulation and ensure that the supply of electrical products to be safe in Hong Kong. With a view to providing up-to-date guidance, the GNs will be appropriately amended in 2019 after consultation with members of the public and trade.

Based on the latest technology development, safety requirements, feedbacks received and experiences gained in enforcement of the aforesaid Regulation in the past years, EMSD proposes to amend certain areas of the GNs. Removal of Reference Number under Energy Efficiency (Labelling of Products) Ordinance, Cap. 598

With effect from 6 December 2018, the reference number of one “Panasonic” refrigerating appliance model has been removed as it failed in the compliance monitoring testing on energy efficiency and performance characteristics under the Mandatory Energy Efficiency Labelling Scheme. The EMSD conducted 13,935 inspections of lifts and escalators during the period.

Hong Kong energy management project receives another award from Association of Energy Engineers (with photos)

EMSD de-registers 3 models of Electric Storage Water Heater under Voluntary Energy Efficiency Labelling Scheme (VEELS)

The Electrical and Mechanical Services Department (EMSD) today (October 12) de-registers two models of electric storage water heater from the registration records under the Voluntary Energy Efficiency Labelling Scheme (VEELS) as they failed to reach the energy efficiency performance submitted to the EMSD for registration of Voluntary Energy Efficiency Labelling Scheme. The energy labels should be removed from the concerned electric storage water heaters in the market. Besides, one model of “German Pool” electric storage water heater was two heated tanks design. It could not be covered by relevant test standard and Labelling Scheme and it should be removed from the registration record.

Information regarding the electric storage water heaters is as follows:

• Pacific (Model: PW-18, Reference Number: H01-0110);
• Berlin (Model: UHP-6.5, Reference Number:H13-0009); and
• German Pool (Model: GPNB-6SSL, Reference Number: H16-0004).

The EMSD served a notice to the importers concerned, Dong Woo Industrial Company Limited (Pacific), Hang Tat Heating Systems Consultant Company Limited (Berlin) and German Pool (Hong Kong) Limited (German Pool). For details, please contact importers concerned.

EMSD urges public to stop using 15 models of Ariston and Indesit tumble dryers

The Electrical and Mechanical Services Department today (September 27) urged the public to stop using 15 models of Ariston and Indesit tumble dryers as the manufacturer of the products found a potential risk of fire when excess fluff comes into contact with the dryers' heating element.

The 15 models of tumble dryers concerned were on sale from April 2004. The model numbers are:

Those who have purchased tumble dryers with the aforementioned model numbers should call the service hotline of the product supplier, General Appliance (HK) Ltd, at 3750 9199 to confirm whether their dryers are affected and arrange for product repairs accordingly.

General Appliance (HK) Ltd will publish the repair details of affected products in its website (www.gahk.com.hk) and newspapers tomorrow (September 28).

EMSD urges public to suspend use of IKEA's CALYPSO ceiling lamps (date stamps 1625 to 1744) (with photos)

The Electrical and Mechanical Services Department (EMSD) today (September 26) urged the public to suspend the use of IKEA's CALYPSO ceiling lamps (date stamps 1625 to 1744), to properly remove the glass shade immediately, and to contact the product supplier, IKEA Hong Kong, for product replacement or refund.

According to the supplier, the glass shades of the ceiling lamps may pose a potential risk of falling. The supplier has therefore decided to arrange a recall with product replacement or full refund for these batches of products.

At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air-conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. Among these contractors, 16 registered lift contractors and 20 registered escalator contractors had not been found non-compliance with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 12,456 inspections of lifts and escalators during the period.

EMSD implements short-term safety enhancement measures for aged lifts and announces investigation results of the lift incident at Waterside Plaza in Tsuen Wan

In view of the lift incidents in recent months involving aged lifts that have yet to undergo modernisation works, the Government proposed earlier short, medium and medium to long-term measures to enhance the safety of those lifts. The Electrical and Mechanical Services Department (EMSD) today (July 14) announced the implementation of the short-term measures.

On 21 Jun 2018, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from July 1 to July 31, 2018. The auto-LPG ceiling prices for dedicated LPG filling stations in July 2018 are in the range from HK$ 3.48 to HK$ 4.01 per litre, representing an increase of HK$ 0.24 to HK$0.25 per litre from the ceiling prices in June 2018. The Prevention of Legionnaires' Disease Committee (PLDC) has recently made amendments to the Code of Practice for Prevention of Legionnaires' Disease, 2016 Edition (CoP(LD)) and two pamphlets, namely “Housekeeping Guidelines for Cold and Hot Water Systems for Building Management (2016 Edition)” and “Understanding Legionnaires’ Disease (2016 Edition)”. On 24 May 2018, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from 1 June 2018 to 30 June 2018. The auto-LPG ceiling prices for dedicated LPG filling stations in June 2018 are in the range from HK$ 3.23 to HK$ 3.77 per litre, representing an increase of HK$ 0.14 per litre from the ceiling prices in May 2018. EMSD urges public not to use three models of adaptors

Notice on the Regulation of Small Powered Carts (commonly known as “Crazy Cart” 「甩尾車」)

Recently in Hong Kong, several operators have been found offering small powered carts with design emphasizing on drifting (commonly known as "Crazy Cart"「甩尾車」) for use by the public. According to the current operation, the Crazy Carts, together with the machinery, equipment and plant connected to, or used in connection with the Crazy Carts (collectively known as "the subject Crazy Cart devices"), are designed to be driven by members of the public primarily for amusement purpose. After detailed examination of the subject Crazy Cart devices and their current operation, the Government considers that the subject Crazy Cart devices are amusement rides which are subject to the regulation of the Amusement Rides (Safety) Ordinance (Cap. 449) (the "Ordinance"). Pursuant to the Ordinance, the owners of the subject Crazy Cart devices shall obtain the "Permit to Use and Operate" issued by the Electrical and Mechanical Services Department. Where the venues in which the subject activities are carried on are ones to which the general public is admitted (with or without payment), a "Places of Public Entertainment Licence" ("PPEL") issued by the Food and Environmental Hygiene Department under the Places of Public Entertainment Ordinance (Cap. 172) is also required. Existing operators of the subject Crazy Cart devices shall contact the relevant departments to apply for the permit / licence as soon as possible.

Latest rating results of LPG Cylinder Distributor Safety Performance Recognition Scheme

The Electrical and Mechanical Services Department (EMSD) announced today (April 20) the rating results of the Liquefied Petroleum Gas (LPG) Cylinder Distributor Safety Performance Recognition Scheme for 2017 for public reference. All the 166 distributors under the five registered gas supply companies supplying cylindered LPG in Hong Kong joined the Scheme.

Organised by the EMSD and registered gas supply companies, the Scheme aims to further enhance the safety performance of the LPG cylinder trade. Details of the Scheme and the ratings of LPG cylinder distributors are available at the EMSD website (http://www.emsd.gov.hk/en/media/lpgcdsprs).

EMSD urges public to stop using three models of KitchenAid electric kettles (with photos)

The Electrical and Mechanical Services Department today (March 24) urged the public to stop using three models of KitchenAid electric kettles as the manufacturer of the product found a potential risk of the kettle handle being displaced which could cause danger.

The three models of the electric kettles concerned were on sale in Hong Kong from 2016 to February this year. Their model numbers are:

• 5KEK1722BSX

For those who have purchased the electric kettles of the aforementioned model numbers, please contact the product supplier Jebsen Consumer Products Co., Ltd at 2926 2300 to arrange product replacement or refund. The hotline will operate from March 26 onwards from 9am to 6pm Mondays to Fridays.

Enhanced tax incentive to promote renewable energy and building energy efficiency

The Government has proposed in the 2018-19 Budget released yesterday on February 28 that to promote the development of renewable energy and use of energy-efficient building installations for a low-carbon future, starting from the 2018-19 financial year, the capital expenditure on these installations can be fully deducted in the first year of purchase, instead of five years as currently stipulated. The Electrical and Mechanical Services Department (EMSD) today (Jan 24) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from January 2017 to December 2017) for public reference.

According to the rating results, 36 registered lift contractors and 27 registered escalator contractors were awarded the Safety Star. Among these contractors, 17 registered lift contractors and 19 registered escalator contractors had not been found non-compliance with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 11,231 inspections of lifts and escalators during the period.

Voluntary Registration Scheme for Vehicle Mechanics (VRSVM) API Storyline and Slogan Writing Competition

To collect creative and promotional storylines and slogans for the production of a new series of announcement of public interest (API) for the Voluntary Registration Scheme for Vehicle Mechanics, the Electrical and Mechanical Services Department and the Vehicle Maintenance Technical Advisory Committee jointly organise the VRSVM API Storyline and Slogan Writing Competition (Competition). Deadline for application is 15 December 2017.

Hong Kong Energy End-use Data 2017

At EMSD, we compile data on the use of energy in Hong Kong and publish the publication "Hong Kong Energy End-use Data" which is available free to anyone. The publication covers energy consumption data of the different fuel types and the specific purposes for which they are consumed, e.g. air-conditioning, lighting, cooking, etc. The data provides an understanding of the energy consumption patterns and usages, and arouses public interest and concern over the future development of energy in Hong Kong. Removal of Reference Number under Energy Efficiency (Labelling of Products) Ordinance, Cap. 598

With effect from 20 September 2017, the reference number of one “PHILCO” dehumidifier model has been removed as it failed in the compliance monitoring testing on energy performance under the Mandatory Energy Efficiency Labelling Scheme. EMSD reminds public on potential risk of overturning for two models of Panasonic LCD TVs (with photos)

The Electrical and Mechanical Services Department today (September 13) reminded the public that there is a potential risk of overturning for two models of Panasonic LCD televisions. The supplier, Shun Hing Electronic Trading Co Ltd, advised that the televisions of the models concerned may overturn when the swivel stands have been repeatedly used, possibly causing wear and tear of the components.

The two models of LCD televisions are:

1) TH-L42ET5H
2) TH-L47ET5H

The above televisions were sold in Hong Kong in 2012 and 2013. Shun Hing will offer free inspection and structural reinforcement services for the affected customers, and will post a notice announcing relevant services at its website (www.panasonic.hk) today.

On 24 May 2017, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from 1 June 2017 to 30 June 2017. The auto-LPG ceiling prices for dedicated LPG filling stations in June 2017 are in the range from $2.71 to $3.23 per litre, representing a decrease of $0.35 to $0.36 per litre from the ceiling prices in May 2017. On 27 April 2017, the Electrical and Mechanical Services Department announced an adjustment to the ceiling prices of auto-LPG (liquefied petroleum gas) for dedicated LPG filling stations with effect from 1 May 2017 to 31 May 2017. The auto-LPG ceiling prices for dedicated LPG filling stations in May 2017 are in the range from $3.06 to $3.59 per litre, representing a decrease of $0.39 per litre from the ceiling prices in April 2017. Tips on Safe Use of Mildly Flammable Refrigerant R32

In response to climate change, the world is committed to reducing greenhouse gas emissions and phasing out the use of high Global Warming Potential (GWP) gases. At present, refrigerants that are widely adopted in domestic air conditioners usually have high GWP. Leakage of these refrigerants to the atmosphere will accelerate global warming. So individual manufacturers of domestic air conditioners have opted for lower GWP refrigerants, but some of which may have mild flammability. A notable example of mildly flammable refrigerants is R32.

Domestic air conditioners using mildly flammable refrigerants should be labelled with a “Flammable” symbol for identification. Before purchasing such products, consumers should pay particular attention to the restrictions on use as specified by the manufacturers, such as requirements on minimum room area and minimum installation height, etc. They may check with the agents or suppliers for relevant restrictions. Installation, inspection or maintenance of the products should be carried out in compliance with the specified restrictions by the agents, suppliers or technicians who have experience in mildly flammable refrigerants.

EMSD releases lift and escalator contractors' latest performance ratings

The Electrical and Mechanical Services Department (EMSD) today (Apr 10) announced the performance ratings of the registered lift and escalator contractors for the past 12 months (from April 2016 to March 2017) for public reference.

According to the rating results, 32 registered lift contractors and 18 registered escalator contractors were awarded the Safety Star. Among these contractors, 16 registered lift contractors and 12 registered escalator contractors had not been found non-compliance with the safety and maintenance requirements as reported in the last two consecutive announcements of performance results, and were therefore given the highest rating of five Quality Stars. The EMSD conducted 9,766 inspections of lifts and escalators during the period.

The auto-LPG ceiling prices for dedicated LPG filling stations in April 2017 are in the range from $3.45 to $3.98 per litre, representing a decrease of $0.03 to $0.04 per litre from the ceiling prices in March 2017.
