Lifts and Escalators Safety

The EMSD is responsible for regulating the safety of lifts and escalators in Hong Kong through the enforcement of the Lifts and Escalators Ordinance (Chapter 618) and implementation of multi-faceted measures.  To properly regulate the vast numbers of lifts and escalators with differing configurations and ages, the EMSD not only exercises strict control and efficient administration, but also solicits the joint efforts of stakeholders, such as users, trade practitioners, owners and people who manage or control the lifts and escalators, in the upkeep and promotion of lift and escalator safety.

The regulatory work of the EMSD covers a wide spectrum of activities, ranging from regulation of the design and construction of lifts and escalators to be installed in the territory; development of tailor-made inspection programmes; investigation, prosecution and disciplinary action; registration and audit of trade practitioners; application and development of innovation and technology; publicity and public education to facilitation of the healthy development of the trade.

Since the technological advancement in recent years could enable enhancement of the safety, reliability and travelling comfort of aged lifts and escalators, the EMSD has issued the Guidelines for Modernising Existing Lifts and Guidelines for Modernising Existing Escalators, and launched the Lift Modernisation Subsidy Scheme to encourage owners to bring the safety and energy efficiency of their lifts and escalators up to the prevailing standards.  To further ensure the safety of aged lifts which have not yet undergone modernisation, the EMSD has also implemented the requirements of special maintenance to strengthen the maintenance of critical safety components of aged lifts.
