To continuously enhance the safety awareness and technical standards of electrical workers as well as cultivating a work safety culture in organizations, the Electrical and Mechanical Services Department (EMSD) has been collaborating with trade associations over the years to organize different types of publicity activities. The Outstanding Registered Electrical Contractors Competition is one of major activities. The Competition aims to select outstanding electrical contractors in the trade to recognize their excellent performance and promote industry paradigms.
Affected by the COVID-19 epidemic, the Outstanding Registered Electrical Contractors Competition has been suspended since 2020. With the relaxation of social distancing measures and to mark the 75th anniversary of the establishment of the Electrical and Mechanical Services Department this year, the EMSD is collaborating with the Hong Kong and Kowloon Electrical Engineering and Appliances Trade Workers Union and the Hong Kong Electrical Contractors' Association to resume the Outstanding Registered Electrical Contractors Competition, with a view to further encouraging registered electrical contractors to improve quality control and strengthen the safety culture, thus fostering the trade to set an example and enhance professional standards.
There are two stages of testing in the selection. In the first stage, after the adjudication panel ascertains that the representative of the participating company possesses a relevant level of knowledge in electrical safety and electrical technology, they will review the "proposal" submitted by the participating teams at the time of enrolment to select the relatively outstanding and eligible proposals (generally no more than six). Successfully selected teams will enter the second stage of testing. The adjudication panel will score the "proposal" of the shortlisted teams and their performance in the second stage of testing to select the winning teams.
The first stage is a written test. Each participating team is required to send one member to answer the multiple-choice questions on electrical work safety. The written test, which consists of two modules with 40 multiple-choice questions in total, is carried out to ascertain that the representative of the participating company possesses a relevant level of knowledge in electrical safety (module 1) and electrical technology (module 2).
Teams who are eligible to participate in the first stage of the testing will be notified by email. The representative of the participating company who have been notified to attend the written test should carefully read the instructions for the written test before the test.
The testing in the second stage is divided into two parts. Part A is case analysis while Part B is an interview. For case analysis in Part A, the team's representative will be presented with different cases of electrical incidents. He/she is required to analyze the cases and propose amendments. Assessment will be made based on the analysis of the representative.
Part B is an interview. The representative of the participating team is required to further elaborate on the "proposal" submitted at the time of enrolment to the adjudication panel, which will assess whether the "proposal" is widely applicable.
Participating teams that wish to give a more detailed explanation of their "proposals" can present them in any format (such as submission of a more detailed document/report) to the adjudication panel during the interview. If participating teams choose to submit the revised "proposals" in the form of a written report, a PowerPoint presentation or a video, such information may be submitted in Chinese or English two weeks before the interview date (you may also submit it together with photos or audio-visual materials (if any). For submission by e-mail, the size of each mail item shall not exceed 10MB).
Winning teams will be selected among the shortlisted teams based on their "proposals" as well as their performance in the test in the second stage.
Each participating team is required to submit a separate form, together with a proposal on electrical work safety/quality control ("proposal") from the management perspective expressed in any format* for assessment by the adjudication panel. The "proposal" should be able to improve the overall quality of electrical work or the level of work safety and achieve desirable results (for example, the safety level and quality output can be maintained or even enhanced while saving time or materials in the processes) for reference by the trade.
