Introduction

As part of the effort to continuously enhance the professionalism and safety standard of the electrical trade, EMSD has been collaborating with trade associations to organise various publicity activities, including the selection of electrical workers with outstanding performance, so as to celebrate their achievement and give them an opportunity to share their daily work experience and insights with other trade members. This year we continue to work with the HK & Kowloon Electrical Engineering & Appliances Trade Workers Union and the Hong Kong Electrical Contractors´ Association to jointly organise the "Outstanding Registered Electrical Worker Awards Scheme 2015". The selection criteria for the Scheme not only focus on work safety as before, but also include professionalism at work. Through this Scheme, EMSD hopes to enhance safety awareness and promote professionalism in the electrical trade.

Objectives

To raise safety awareness and enhance professionalism continuously among members of the electrical trade and to commend registered electrical workers with outstanding performance in these two areas.

Format and Assessment

The selection will be conducted in two stages.

A written test will be held in the first stage. Registered electrical workers demonstrating superior safety knowledge will be selected to enter the second stage. The written test, consisting of 40 multiple choice questions, is divided into two sections. The six best performing participants will enter the second stage with the endorsement of the adjudication panel.

The second stage will be in two parts. The first part is a trade test. Participants will have to carry out inspection and testing to an electrical installation to find out its defects. The adjudication panel will assess the working procedures of the participants in aspects of safety awareness and professional knowledge. The second part is an interview. The adjudication panel will ask the participants questions on their daily work. Winners will be selected based on the participants’ professional knowledge and safety awareness.

The adjudication panel is composed of members each nominated by the following organisations:

• The Hong Kong & Kowloon Electrical Engineering & Appliances Trade Workers Union
• The Hong Kong Electrical Contractors’ Association
• The Hong Kong Institution of Engineers (Electrical Division)
• Building Services Operation and Maintenance Executives Society
• Academic Bodies
• The Electrical and Mechanical Services Department

Eligibility and Enrolment

The selection is only open to registered electrical workers in Hong Kong (irrespective of the grade of work registered). Interested participants should fill in the enrolment form [PDF format (79KB)] and submit it either in person to the Electricity Legislation Division, 7/F, EMSD Headquarters, 3 Kai Shing Street, Kowloon or by fax to 2895 4929 on or before the enrolment deadline of 31 July 2015.

The enrollment deadline will be extended to the next working day in the event a typhoon signal No.8 or above, or a BLACK rainstorm warning is issued.

First Stage Written Test

The written test will be postponed in the event a typhoon signal No. 8 or above, or a BLACK rainstorm warning is issued. Details will be announced separately.

Eligible participants will be notified in writing. Participants who receive the written notice are advised to read the Instructions to Participants before they attend the written test.

Second Stage Interview

Contestants entering the second stage will be notified in writing by early September 2015.

The prize presentation ceremony has been held during the Annual Technical Seminar on 29 October 2015. Names of the winners and the companies that employ them are published below:

General Conditions

1. The Organiser reserves the right to change the rules, prizes and other arrangements of the competition without prior notice.
2. Entry of misleading or false information on the application form may result in disqualification.
3. EMSD staff and family members of the adjudicators are not allowed to participate in the competition.
4. The Organiser reserves the right to make final decisions on matters or any disputes related to the competition.
5. The winners and their referees may be interviewed by the Electricity News or other media as required.
6. The Organiser and collaborating organisations may announce the results of the competition (including the names of participants and the companies they work for) in their publications or websites without prior notification.
7. The participants´ status as registered electrical workers will not be affected by the results of the competition.
8. All the information received, and the answer sheets used and collected in the first stage written test will be destroyed after the competition.
