Design-Build-Operate Contract for the Phase 1 District Cooling System (DCS) at Kwu Tung North New Development Area (KTN NDA) (NEC4 DBOC)

The scope of works includes:

1. design and construction of the Phase 1 DCS plant including associated DCS plant building and DCS plant equipment; and
2. subsequent operation of completed DCS in KTN NDA.

The Contract is scheduled to commence in December 2023 for completion in March 2036.

Selective tendering is adopted. Contractors on the List of Approved Contractors for Public Works under the category of "Buildings (Group C)" or confirmed contractors on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the category of "Air-conditioning Installation (Group II)" or joint ventures with participation of local and/or overseas contractors with the lead participant or the major shareholder being a contractor on the List of Approved Contractors for Public Works under the category of "Buildings (Group C)" or a confirmed contractor on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the category of "Air-conditioning Installation (Group II)" who also meet the following qualifications and other conditions for participation stipulated in the tender documents are invited to tender:

Required qualifications / experience stipulated in Stage I Screening

1. The tenderer or the lead participant or major shareholder in a joint venture tenderer:
   1. must be on the List of Approved Contractors for Public Works in Group C for Buildings Category;
      OR
   2. must be in confirmed status on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works in Group II for Air-conditioning Installation Category.

   AND

2. The tenderer or anyone of the participants / shareholders in a joint venture tenderer:
   1. must have completedat least one (1) design and build contract in or outside Hong Kong with an adjusted original contract sum not less than HK$335 million within the past 10 years counting from and including the original date set for the close of tender (i.e. between 18 Aug 2013 and 18 Aug 2023);
      and
   2. must have completed at least one (1) contract for the operation and maintenance of District Cooling System (the service) with at least 15MW installed cooling capacity in or outside Hong Kong with duration not less than 2 consecutive years within the past 10 years, or is undertaking an on-going contract with the service that has commenced for a period not less than 2 consecutive years counting from and including the original date set for the close of tender (i.e. between 18 Aug 2013 and 18 Aug 2023).

Contractors not yet on the List of Approved Contractors for Public Works under the category of "Buildings (Group C)" or on the List of Approved Suppliers of Materials and Specialist Contractors for Public Works under the category of "Air-conditioning Installation (Group II)" may also submit a tender if they submit a request for participation together with a duly completed application for inclusion in the above-mentioned approved list/category by 1 August 2023 to Miss. LING Ka-yu, Energy Efficiency Office, 7/F, Electrical and Mechanical Services Department, 3 Kai Shing Street, Kowloon, Hong Kong, meet the qualifications and conditions for participation, and the application for inclusion is duly approved on or before the tendering closing date. Contractors will be liable to have their names removed from the approved list(s) if they fail or refuse to implement an accepted tender.

If Tropical Cyclone Signal No.8 or above is hoisted, or a Black Rainstorm Warning Signal or "extreme conditions after super typhoons" announced by the Government is/are in force at any time between 9:00 a.m. and 12:00 noon on Friday, 18 August 2023 1 September 2023, the tender closing time will be postponed to 12:00 noon on the first working day after the Tropical Cyclone Signal No. 8 is lowered, or the Black Rainstorm Warning Signal or the "extreme conditions after super typhoons" announced by the Government has/have ceased to be in force.

In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon on Friday, 18 August 2023 1 September 2023, the Government will announce extension of the tender closing time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. The above announcements will be made via press releases on the website of Information Services Department.
